二手设备的定义　进口二手机械设备产品包括：
1 ）已经使用，仍具有基本功能和一定使用价值的机械设备产品；
2 ）未经使用但存放时间过长，超过质量保证期的机械设备产品；
3 ）未经使用但存放时间过长，部件产生明显有型损耗的机械设备产品；
4 ）新旧部件混装的机械产品；
5 ）大型二手设备。
二手机械设备产品进口申办的一般程序：
1）确定二手机械设备产品的商品编码；
2）确定二手机械设备产品的监管条件；
3）确定二手机械设备产品是否属于强制认证(3C认证)；
4）确定该商品的有关备案商检机关。
二手机械设备进口所需证件：
A 进口法定检验；
B 进口机械设备许可证(旧)；
C 进口二手机械设备产品装运前检验证书(我国四个驻外商检机构分别在：日本，香港。北美。欧洲)；
D 进口口岸检疫局办的进口二手机械产品备案申请书；
E 如进口的机械是印刷机就需要到国家新闻总署办理印刷经营许可证；
F 如产品税号涉及到国家强制认证的需提供3C证书；

一、机械进口费用：

换单费，码头杂费，提货费，仓租，中检费及其代理费，中转费；

关税, 增值税，码头和换单，报关费用，国内报关报检，商检费用；

机电备案费，旧机电许可与证明费用，代理费用，其它费用。

二、进口机械手续：

准备资料：

1、申请人、收货人、发货人营业执照复印件。2、拟进口旧机电产品清单（名称、编码、数量、规格型号、产地、制造日期、制造商、新旧状态、价格、用途等）盖公章一式两份。3、设备彩色照片。4、进口旧机电产品备案申请书（电子版）

如所进设备需办理许可证，其所需资料：1、申请表2、申请报告（报告详细写明企业的基本情况、生产情况、进口设备的用途、生产制造日期、使用年限、现在状况，如生产日期较早必须作出特殊情况说明）

3、设备检测说明，必须出具国家检验机构或设备供应商提供的检测报告。

4、企业的营业执照、批准证书（外商投资企业须提供）5、清单6、设备彩色照片7、工作联系单。

三、提供资料：

请提供装箱单、商业发票、原产地证、说明书、贸易合同、提单、委托书及相关报关报检资料。

资料：产品名称/型号/数量/重量/规格/货值/产地/用途/新旧情况/包装方式及图片信息。
