进口旧机电产品备案的工作程序、旧机电进口报关流程、案例

申请人填写进口旧机电产品备案申请书 

申请人准备如下资料：

申请人、收货人、发货人营业执照（复印件）；

合同或有约束力的协议；（需要时提供）

国家允许进口证明文件（复印件）；（需要时提供） 

装运前预检验申请书；（需要时提供） 

拟进口旧机电产品清单（包括：名称、编码、数量、规格型号、产地、制造日期、制造商、新旧状态、进口价格、销售价格及用途等）。

办理备案的进口旧机电产品，在受理备案申请后7个工作日内对需要进行装运前预检验的，出具《进口旧机电产品装运前预检验备案书》；对不需要进行装运前预检验的，出具《进口旧机电产品免装运前预检验证明书》。 

需要进行装运前预检验的，备案申请人应持《进口旧机电产品装运前预检验备案书》及备案产品清单及时向装运前预检验机构申请装运前预检验。 

装运前预检验人员应当在货物装运前完成预检验工作，并根据预检验情况出具《装运前预检验报告》。 

自2003年8月1日起，进口旧机电产品运抵口岸后，收货人或者其代理人应当持国家质检总局或者直属检验检疫局出具的《进口旧机电产品免装运前预检验证明书》（正本）或者《进口旧机电产品装运前预检验备案书》和《旧机电产品装运前预检验证书》（正本）以及其他必要单证办理进口报检手续。旧机电产品进口前需取得外经贸部门签发的证明文件的，报检时应当同时提供允许进口的证明文件。 

检验检疫机构接受报检后，核查单证，签发《入境货物通关单》，并在《入境货物通关单》上注明为旧机电产品，实施查验。 

办理备案时，申请人应认真准备有关资料，产品清单应完整准确，备案书或免banzheng明书发出后，无特殊原因一般不予更改；特殊情况需更改时，申请人需填写进口旧机电产品备案更改申请单，说明更改原因、更改内容并提供有关材料，经主管领导批准后，方可更改。
