步：旧机电设备进口商检备案

在二手设备进口到国内是必须要办理《进口旧机电装运前预检验检疫备案》

这是在二手设备进口报关之前做的步手续和流程，是需要备案取得省和归属两地的审批同意！

二手设备进口办理《进口旧机电装运前预检验检疫备案》，需要提供以下资料和时间

1.进口旧机电装运前检验检疫申请书
2.进口旧机电设备清单
3.国内营业执照，国外营业执照（中英文必须对照），合同
4.设备的彩色图片以及铭牌图片
5.设备的维修保养记录
6.设备的技术参数

对一些特别的设备，需要根据企业资质来决定，比如：二手印刷机，二手叉车，二手汽车等

审批分为：省局批复   时间为10个工作日
          总局批复   时间为20个工作日

第二步：旧设备进口装运前检验

上海二手设备进口报关，需要特别注意的就是装运前检验检疫，俗称：CCIC（中检），很多时候由于不了解中国海关的法律法规，常常货物到港了，才知需要处理该项，所以建议进口货物种类繁多，进口之前需要咨询2-3家专业的进出口代理商。
二手设备进口报关  CCIC环节检测的内容和注意的问题如下：

1.核对机电设备的备案信息（产地，年份，型号，生产商）
2.检测设备的安全防护装置以及加贴安全标志
3.检查设备的水电设施是否齐全，电线部分是否有裸露
4.是否有压力容器装置，如有请拆除
5.其他细节根据具体的机器状态决定

二手设备进口做完CCIC后，中检公司会出具正本的检验报告留做报关使用

第三步：办理自动进口许可证的流程

1、开通招标网的账号

2、填写办理自动许可证的申请表，填写完成后打印二份

3、到进口用户当地的商务厅盖章

4、拿着红色盖章的自动许可证申请表，合同，情况说明，营业执照，对外贸易经营者备案（内资），（如果是外资企业就需要批准证书）

5、寄到省商务厅批准
