1、进口临管条件
1, import supervision conditions
从2002年1月报日起，对进口涂料（HS编码3208、3209项下的所有商品）实施法定检验。

进口涂料报关的产品中，如相关材料的有害物质，进口则必须满足下列国际标准的限量规定：

《室内装饰装修材料溶剂型木器涂料》（GB18581-2001）
"Interior decoration decoration materials solvent coatings for woodenware" (GB18581-2001)
《市内装饰装修材料内墙涂料》（GB18582-2001）
"The city decoration materials, interior wall paint" (GB18582-2001)
《民用建筑工程室内环境污染控制规范》（GB50325-2001）
"Civil engineering indoor environmental pollution control" (GB50325-2001)
一、进口涂料备案申请：
First, imports of paint application:
1：进口涂料的生产商、进口商或者进口报关代理商（以下称备案申请人）根据规定，必须向备案机构上海检验检疫局申请进口涂料备案。
1: import paint manufacturers, importers or import declaration agency (hereinafter referred to as filing applicant) according to the regulations, must to the filing agencies of Shanghai inspection and Quarantine Bureau for the record imports of paint.
2：进口备案应在涂料进口报关至少2个月提前申请

3：申请进口涂料备案时，备案申请人应填写《进口涂料备案申请表》

4：备案申请人递交涂料备案申请表时，需据规定提交下列资料：

1）、备案申请人的《企业法人营业执照》的复印件（加盖公章），分装的进口涂料报关的分装厂家《企业法人营业执照》的复印件（加盖公章）。提交进口涂料报关生产商对其产品中有害物质含量符合中国有关法律法规的声明（即承诺书）。

二、进口涂料报关前备案受理：

1、上海检验建议局收到进口涂料备案申请后，在5个工作日内审查备案申请人资格、备案申请表和其他所需的资料，并发出《进口涂料备案申请受理情况通知书》给备案申请人。符合国家进口规定要求的，接受备案申请；不符合国家进口规定要求的，按照《进口涂料备案申请受理情况通知书》，向备案申请人要求补充的整改相关资料，让备案申请人重新提出申请

2、涂料进口报关备案申请人在上海检验检疫局受理备案申请后，申请人需将与申请书内容一致的样品，委托上海检验检疫局工业品检测技术中心化矿实验室进行各项检测，提交样品数量应满足实验室专项检测及留样等要求，涂料检测的样品数量：2份/每份1公升

三、备案专项检测：15个工作日

检验局签发《进口涂料备案书》之日起，备案书有效期为二年。有效期内，如发生重大事项，可能影响涂料性能时，应对进口涂料重新申请备案。

但凡有下列情形之一者，由备案机构吊销《进口涂料备案书》，并在半年内不得获取申请资格：涂改、伪造《进口涂料备案书》；经检验检疫机构检验，累计两次发现报检商品与备案商品严重不符；经检验检疫机构抽查检验，累计3次不合格的。

五、进口检验：1：进口涂料商检时，按《出入口检验检疫报检规定》办理。已经备案的涂料，需同时提交《进口涂料备案书》或其复印件。

结合实际的情况，针对如何贯彻实施进口涂料报关检验的有关问题，上海检验局的统一做法：

1、进口涂料备案的前提是自愿备案

2、关于备案分类区别的问题，对室内装修装饰用涂料，涂料进口报关的产品：不同组分、型号、品牌的品种必须分别备案。

3、对非室内装修装饰材料（如汽车用涂料），只有在同一品牌同一类别同一组分的涂料才可以合并申请备案（由备案机构审定），涂料进口报关在申请备案时注明非室内装修装饰用及此类编码涵盖的进口涂料品种范围。
