《饲料和饲料添加剂管理条例》、《进口饲料和饲料添加剂登记管理办法》（2000年农业部令第38号颁布，2004年农业部令第38号修订）规定：首次通过进口投放到中国市场的饲料和饲料添加剂产品应在农业部进行登记。
